Notice of Application to Change Rates Washington Pike Public Service District

NOTICE OF APPLICATION TO CHANGE RATES

WASHINGTON PIKE PUBLIC SERVICE DISTRICT

On June 2, 2022, the Washington Pike Public Service District (District) filed a Rule 19A application to change water rates. The District provides water service to approximately 1,372 customers in Brooke County. By ?Interim Recommended Decision dated July 7, 2022, Staff’s recommended interim rates were approved. Upon further review of the application, Staff recommended Step 1 rates effective for all service rendered on and after the date of a Final Order and Step 2 rates effective for all service rendered on and after substantial completion of the Wellsburg Project approved in Case No. 20-0719-W-CN, or initiation of debt service, whichever occurs first. The Staff recommended Step 1 rates would generate an increase of $253,774 annually, or a 35.04% increase over rates existing prior to this case. The Staff recommended Step 2 rates would generate an increase of $107,324 annually, or a 10.90% increase over pending rates approved in Case No. 21-0095-PWD-30B, and an increase of $110,251 annually or an 11.23% increase over the Staff recommended Step 1 rates and would become effective upon substantial completion of the project, or initiation of debt service, whichever occurs first, for the Wellsburg Project approved in Case No. 20-0719-W-CN.

Under the Staff-recommended rates-Step 1, the monthly bill for the average usage of 4,000 gallons for residential customers will increase $16.08, or 36.04%, over existing rates prior to this case, and will increase $5.39, or 9.75%, over pending rates approved in Case No. 20-0597-PWD-CN, and the monthly bill for the average usage of 16,500 gallons for commercial customers will increase $60.46, or 36.04%, over existing rates prior to this case and will increase $20.27 or 9.75% over pending rates approved in Case No. 20-0597-PWD-CN.
Under the Staff-recommended rates-Step 2, the monthly bill for the average usage of 4,000 gallons for residential customers will increase $6.71, or 10.99%, over pending rates approved in Case No. 20-0597-PWD-CN, and the monthly bill for the average usage of 16,500 gfallons for commercial customers will increase $25.49, or 11.00%, over pending rates approved in Case No. 20-0597-PWD-CN.
The Commission may adopt water rates and charges for the Washington Pike Public Service District which are the same as, greater than or less than the Staff-recommended rates and charges.
Anyone desiring to review the Staff-recommended report may do so on the Commission website (www.psc.state.wv.us). Anyone desiring to protest the changed rates and charges must do so, in writing, within ten (10) days of the date of publication of this notice. All protests should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, West Virginia 25323. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modified. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter of protest.
If no hearing is demanded, the Commission may affirm the proposed recommended rates without a hearing.
