JUDITH “JACKIE” ROWLES, 73, of Weirton, WV passed away peacefully, with her daughter by her side, after a prolonged illness at the Weirton Geriatric Center on Friday, December 16, 2022. She was born in Steubenville, OH, on October 17, 1949, one of three children born to John Edward and Wanda Rosa Lee Richter Buchanan.
