REQUEST FOR STATEMENTS OF QUALIFICATION
ENGINEERING SERVICES
The Brooke County Public Service District, Brooke County, West Virginia, is currently accepting Statements of Qualifications from qualified professional engineering firms to expand and upgrade the McKinleyville, Marshall Terrace, and Buffalo Creek sanitary systems. As of publication, no funding has been committed to the project. Preliminary and final design and construction-related services for the proposed projects may be included.
Procurement of said services shall be in accordance with Chapter 5G-1-3 of the West Virginia Code and any other applicable laws and regulations of state or federal agencies. Contracts are to be awarded on a Fixed Fee Basis. The selected engineer shall be retained throughout all stages of the project. Qualified candidates/ firms interested in being considered for this project must submit five (5) copies of each of the following: 1) letter of interest; 2) resumes detailing personal credentials and qualifications of the firm’s principals and key support personnel; 3) an illustrative list of projects recently completed by the firm; and 4) references. Please submit all requested information to the Brooke County Public Service District, P.O. Box 150, 711 Charles Street, Wellsburg, WV 26070. Proposals will be accepted until 3:00 PM, Monday, June 5, 2023.
The purpose of the competitive process is to objectively select an individual/ firm who will provide the highest quality service at a realistic fee. The Brooke County Public Service District shall evaluate the statements of qualifications, performance data, and other materials submitted by interested firms and select a minimum of three firms that, in the District’s opinion, are best qualified to perform the desired service. Interviews with each chosen firm shall be conducted with discussions regarding anticipated concepts and proposed methods of approach. The Public Service District reserves the right to reject any and all proposals.
Attention is directed to the fact that the project may be undertaken with a combination of State and/or Federal funds and all work must be performed in accordance with all applicable laws, rules, and regulations. The selected firm will be required to comply with the Uniform Relocation Act, Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions. The selected firm must comply with applicable Disadvantaged Business Enterprise and American Iron and Steel laws. Including, if a portion of the contract is subcontracted, then “positive efforts” must be made to subcontract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affinitive steps as outlined in 40 CFR 22.240.
The Brooke County Public Service District will afford the full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract.
