CHARLES E. KYER, 91, of Weirton, WV passed away Tuesday, April 25, 2023, at home. He was born April 30, 1931, in White Sulphur Springs, WV, the son of the late Fielding Hutton Kyer and Elizabeth Katherine Shrout Kyer.
