CELIA ESTHER “SIS” (MCLAUGHLIN) NEVILLE, 99, of Wellsburg, WV died peacefully on Monday, June 26, 2023, at Stonerise Wellsburg Healthcare Center. Sis was born on September 18, 1923, in Cross Creek, WV, a daughter of the late Charles Earl and Mary Pearl (Cline) McLaughlin.
