WILLIAM A. “BILL” HORSTMAN, 85, of Weirton, WV passed away Saturday, September 16, 2023 at Weirton Medical Center. He was born January 29, 1938 in Paris, PA, son of the late William Henry Horstman and Marie Garrison Horstman.
