PATRICIA ANN WHITLATCH, 85, of Wellsburg, WV died peacefully on Wednesday, December 13, 2023, at Bishop Hodges Continuous Care in Wheeling, WV. She was born on August 18, 1938, in Wheeling, WV, a daughter of the late Francis J. and Virginia (Ragase) Joyce.
