SANDRA “SANDY” SMITH BUTLER, 83, of Wellsburg, WV passed away peacefully at her home on March 13, 2024. She was born March 14, 1940, in Wheeling, WV to the late Charles and Geneva Emerson Smith. She retired from Bethany college where she worked in the business office.
