STORMWATER IMPROVEMENTS
General Notice
The City of Follansbee (Owner) is requesting Bids for the construction of the following Project:
Raymond Street Stormwater Improvements
Bids for the construction of the Project will be received at the City of Follansbee located at 827 Main Street, Follansbee, WV 26037, September 4, 2024, at 1:30 pm local time. At that time the Bids received will be publicly opened and read.
Bids that are to be mailed to the Owner must arrive before 1:00 pm local time, on September 4, 2024, at the following address: City of Follansbee located at 827 Main Street, Follansbee, WV 26037.
The Project includes the following Work:
The proposed activity is to construct new 48” HOPE storm sewer pipes along with drop and curb inlets along Virginia and Raymond Streets. A 48” HOPE line will be installed between the intersections of Allegheny and Virginia Streets and Raymond and Virginia Street. Another 48” line will also be installed for 350 feet along Virginia Street south of Raymond Street. A 60” HOPE storm sewer line along Raymond Street from its intersection with Virginia Street to Mill Alley will also be installed. This new storm sewer project will discharge collected storm water from the drainage area into an existing 60” storm sewer drain between Mill Alley and the Ohio River. Also installed will be necessary drop and curb inlets and manholes and complete in place as shown of Construction Drawings prepared by Ghosh Engineers.
No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.
Obtaining the Bidding Documents
The Bidding Documents may be examined at the following locations:

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $150.00. In addition to printed copies of the Plans and Specifications, upon request an electronic (PDF) sets of plans and specifications will be sent once the Engineer receives payment. Payment for the bid sets shall be by either cash or check.
Pre-bid Conference
A pre-bid conference for the Project will be held on August 21, 2024, at 11:00 am at the Follansbee City Hall located at 827 Main Street, Follansbee, WV 26037.
Bid Security
A certified check made out to the City of Follansbee, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the City of Follansbee, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United Sates, the State of West Virginia, and/or local ordinance.
Bidding Method
The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

d. Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract

Contractor’s License
All bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.
Drug Free Workplace
West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid.
Suspension and Debarment
Recipients shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Sub-part B and C of CFR Part 180.
Time of Completion
The Time of Completion for this contract shall be nine (9) months shall be 270 consecutive calendar days each beginning with the Award of Contract and written Notice to Proceed.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
B&O Tax are applicable for this project. The B & O tax rate is 0.814% and the successful bidder shall complete and submit the B & O tax form to the City.
The City of Follansbee reserves the right to reject all bids.
