PUBLIC NOTICE

AVAILABILITY OF SEWER SERVICE TO RESIDENTS OF THE ST. JOHN’S ROAD (COUNTY ROUTE 14) BETWEEN DELTA LANE AND ELDERSVILLE ROAD. THIS WILL INCLUDE THE AREAS OF ST. JOHN’S ROAD, WALKER MANOR DRIVE, MEMORIAL LAKES ROAD, DELTA LANE, YOST MOBILE HOME PARK, AND ETTA LANE.

This Notice is being published by the Brooke County Public Service District, in accordance with Rule 4.1.f.1 of the Rules and Regulations for the Government of Sewer Utilities as promulgated by the Public Service Commission of West Virginia, to notify all residents of the St. John’s Road (County Route 14) Between Delta Lane and Eldersville Road. This will include the areas of St. John’s Road, Walker Manor Drive, Memorial Lakes Road, Delta Lane, Yost Mobile Home Park, and Etta Lane, West Virginia area of the availability of Sewer Service to those residents as well as the following:

  1. The Brooke County Public Service District, which has been engaging in a project to provide sanitary sewage services to the residents of the St. John’s Road area, is providing notice to those residents included in the project area that sanitary sewage service will be available to those residents on September 13, 2024.
  2. That the Brooke County Public Service District will begin billing for those sanitary sewage on October 21, 2024 consistent with West Virginia Code 16-13A-9 and Rule 4.3, of the Rules and Regulations for the Government of Sewer Utilities as promulgated by the Public Service Commission of West Virginia.
  3. That the Brooke County Public Service District’s Rates for sanitary sewage service are as follows:
    Flat Rate – (Unmetered Customers)
    Equivalent of 4,500 gallons of water usage per month, $67.41

Metered Rate
First 5,000 gallons of water used per month $14.98 per 1000 gallons
All Over 5,000 gallons of water used per month $11.97 per 1000 gallons

Minimum Rate
No bill will be rendered for less than $59.92 per month, which is the equivalent of 4,000
gallons of usage.

  1. That West Virginia Code 16-13A-9 authorizes the Brooke County Public Service District to petition the Circuit Court of Brooke County, West Virginia, to compel Connection to the sanitary sewage system.
  2. That the Brooke County Public Service District’s Business Office address is 711 Charles Street, P.O. Box 150, Wellsburg, WV 26070.

  3. That in the event a customer does not connect to the sanitary sewage system, the Brooke County Public Service District, pursuant to West Virginia Code 16-13A-9(d) and Rule 4.1.f.4 of the Rules and Regulations for the Government of Sewer Utilities as promulgated by the Public Service Commission of West Virginia, shall charge such customer for sanitary sewage service in accordance with the actual water consumption for that customer, or in the case where the customer does not have metered water service, a monthly charge of $67.41, based on the average water consumption of 4,500 gallons per month times the tariff amount of $14.98 per thousand gallons.

The forgoing notice has been duly approved for publication by the Board of Directors of the Brooke County Public Service District.
