RUTH E. GLOVER, 83, of Toronto, OH, passed away Monday, October 21, 2024 at Valley Hospice, Steubenville. She was born November 27, 1940 in Steubenville, daughter of the late Burl and Louise Ingold Harper. She is also preceded in death by brother, Clifford Harper; and sister, Charlotte Rutter.
