BARBARA JOY STARKEY, 86, of Wellsburg, WV passed away May 25, 2025, at home. She was born August 18, 1938, in New Martinsville, WV to the late Thomas G. and Hazel M. Johnston Starkey. In addition to her parents, she was preceded in death by her three brothers: D. Vane, Lowell T., and Verl Starkey and her sister, Mary V. McCoy. She is survived by several nieces and nephews.
