RICHARD ARLEN “PETE” BAILEY, 75, of Rayland, OH died peacefully on Wednesday, July 16, 2025, at AHN Wexford Hospital. He was born on November 9, 1949, in Follansbee, WV a son of the late Albert and Ann (Rigby) Bailey. He graduated from Follansbee High School in 1969.
