Activity:
To operate and maintain an existing wastewater collection system and an existing 4.0 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 40,000 persons in the City of Weirton, the Hancock County Public Service District, the Colliers area of the Brooke County Public Service District, Hanover Township in Pennsylvania, and environs, and discharges the treated wastewater through Outlet No. 001 to the Ohio River at Mile Point 66.2. Additionally, to accept nondomestic wastewater from the Brooke County Landfill, PVS Nolwood Chemicals, Inc., Precoat Metals, Weirton Area Water Board, Davita Dialysis Paris, Crown Holdings, Big House Real Estate, LLC, Walmart Supercenter #1948 Lube Express, Neo Industries, Inc., 6K Additive, FANTI USA Inc., Dirty Franks, LLC (Wash-Rite Car Wash), and Form Energy. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell.

Also, to acquire, construct, install, operate, and maintain improvements and construction upgrades to increase the WWTP treatment capacity from 4.0 MGD to 8.0 MGD by adding a new 4.0 MGD sequencing batch reactor (SBR) treatment plant consisting of one (1) headworks building, two (2) SBR basins with a volume of 928,780 gallons each and surface area of 6,175 square feet each, two (2) equalization basins with a volume of 928,780 gallons each and surface area of 6,175 square feet each, and one (1) SBR blower building at the existing WWTP site, and all requisite appurtenances. Also to acquire, construct, install, operate, and maintain upgrades to the existing WWTP including equipment replacement in the existing headworks building, grit handling building, primary clarifiers, aeration basins, secondary clarifiers, aerobic digesters, odor control building, sludge handling facilities, and ultraviolet disinfection system, and all requisite appurtenances. Miscellaneous upgrades to the WWTP include electrical service upgrades, an emergency generator, telemetry system upgrades, site piping modifications, and removing and replacing various valves and slide gates. Also to require the permittee to develop and implement a POTW Pretreatment Program. These facilities are to serve a population equivalent of approximately 40,000 persons in the City of Weirton, the Hancock County Public Service District, the Colliers area of the Brooke County Public Service District, Hanover Township in Pennsylvania, and environs, and discharges the treated wastewater through Outlet No. 002 to the Ohio River at Mile Point 66.2. An antidegradation review has been conducted. Tier 2 and Tier 1 protection are provided for the uses specified in Title 47, Series 2, Section 6 for Outlet 002. The wastewater treatment plant upgrades shall be constructed in accordance with the plans and specifications, approved the 5th day of May 2023, prepared by The Thrasher Group, Inc., 300 Association Drive, Charleston, WV, and entitled “Weirton Sanitary Board; Wastewater Treatment Plant Upgrade; Brooke County, West Virginia; SRF No. C-544650”.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins April 03, 2026 and ends May 03, 2026.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
