LOUISE MARIE TAYLOR RIGGS, 98, of Wellsburg, WV passed away April 7, 2026, at Wellsburg Health Care Center. She was born March 22, 1928, in Rayland, OH to the late Lawrence “Patty” and Josephine LaCross Taylor.
