INVITATION TO BID
STREET PAVING PROJECT
The City of Follansbee, West Virginia, is accepting sealed bids from qualified and experienced contractors for the furnishing of all labor, materials, equipment, and services necessary to complete the City’s Street Paving Project.
PROJECT DESCRIPTION
The project generally consists of the preparation and paving of designated City streets, including, but not limited to, milling and/or preparation of existing pavement, surface repairs, installation of asphalt paving, adjustment of existing utility structures, pavement markings, cleanup, and all other work necessary for the proper completion of the project.
The Contractor shall perform all work in accordance with the specifications, plans, bid documents, and instructions provided by the City.
SCOPE OF WORK
The work may include the following:
- Mobilization and demobilization of equipment.
- Preparation of existing roadway surfaces.
- Milling of existing asphalt pavement where specified.
- Base repairs and correction of deficient areas as directed by the City.
- Placement of asphalt base course to a compacted thickness of two (2) inches.
- Placement of asphalt surface/top course to a compacted thickness of two (2) inches.
- The completed asphalt pavement shall have a total compacted thickness of four (4) inches, unless otherwise specified by the City for individual streets or locations.
- Proper compaction of all asphalt materials in accordance with applicable specifications.
- Adjustment of manholes, valve boxes, catch basins, and other utility structures as necessary.
- Installation or replacement of pavement markings where specified.
- Protection of existing structures, utilities, curbs, sidewalks, and other improvements.
- Traffic control and maintenance of traffic during construction.
- Removal and disposal of construction debris.
- Final cleanup of all work areas.
- Any incidental work necessary to provide a complete and satisfactory paving project.
The City reserves the right to require additional base repair, undercutting, or pavement thickness in areas where existing conditions warrant such work. Any additional work shall be authorized by the City prior to commencement.
BID REQUIREMENTS
All bids shall include all labor, materials, equipment, transportation, overhead, profit, insurance, and other costs necessary to complete the work.
Bidders shall carefully examine the project specifications and site conditions prior to submitting a bid. Failure to do so shall not relieve the successful bidder of responsibility for completing the work in accordance with the contract documents.
CONTRACTOR QUALIFICATIONS
Bidders shall demonstrate that they are properly licensed, qualified, and experienced to perform the work described in the contract documents.
The successful bidder shall provide all licenses, certificates, insurance documentation, bonds, and other required documentation prior to beginning work.
INSURANCE
The successful bidder shall maintain all required workers’ compensation, general liability, automobile liability, and other insurance coverage required by the City and the contract documents.
COMPLETION OF WORK
The successful contractor shall commence work upon receipt of the City’s written Notice to Proceed and shall complete the project within the time period established in the contract documents.

Sealed bids shall be clearly marked and submitted to:

Bids must be received no later than September 11, 2026 at 3:30 PM.
Bids received after the stated deadline will not be considered.

AWARD OF CONTRACT
The City of Follansbee reserves the right to reject any or all bids, waive any informalities or irregularities, and accept the bid deemed to be in the best interest of the City.
The City is not obligated to accept the lowest bid if the City determines that another bid is in the best interest of the municipality.
The successful bidder will be notified following review and approval of the bids and any required municipal authorization.

The successful contractor shall comply with all applicable federal, state, and local laws, regulations, and requirements, including all applicable equal employment opportunity and non-discrimination requirements.
