Public Notice of Proposed Ordinance – Follansbee Water System Additions/Improvements

PUBLIC NOTICE OF PROPOSED ORDINANCE
RELATING TO WATER RATES, FEES AND CHARGES AND CONSTRUCTION PROJECT OF THE CITY OF FOLLANSBEE, WEST VIRGINIA

NOTICE IS HEREBY GIVEN that the City of Follansbee, West Virginia, a municipal corporation, will hold a PUBLIC HEARING on Tuesday, September 5, 2023, at five forty-five o’clock (5:45) p.m., or as soon thereafter as the matter can be heard, in the City Council Chambers before the final vote on a proposed Ordinance which has been introduced, the principal object of which is the construction of a water project. There will not be an increase in current water rates to cover the costs for necessary capital improvements that are not in the ordinary course of business. The title of such Ordinance reads:

AN ORDINANCE AUTHORIZING ADDITIONS AND IMPROVEMENTS
TO THE MUNICIPAL WATER SYSTEM OF THE
CITY OF FOLLANSBEE, WEST VIRGINIA

THE FINAL READING AND VOTE on adoption of said proposed Ordinance shall be held immediately following the Public Hearing in the Council Chambers of the City of Follansbee, Follansbee Municipal Building, 872 Main Street, Follansbee, West Virginia, 26037, on Tuesday, September 5, 2023, at five forty-five o’clock (5:45) p.m., or as soon thereafter as the matter can be heard. The meeting will be open to the public. All customers and interested parties are invited and may appear and speak before Follansbee City Council and be heard at such time with respect to the passage of the proposed Ordinance and present comments or protests, if any.

The Project
The Water Board operates a water treatment plant and water distribution system and proposes to undertake the following improvements.

  1. Water Treatment Plant Improvements

The Work consists of upgrading the existing 700 GPM water treatment plant to 1000 GPM consisting of: removing and replacing Well Pump No. 1; installation of two (2) new 60 HP filter feed pumps; removal and replacement of the underdrains, filter media, control valves and control system for the existing three (3) pressure filters; two (2) new 150 HP high service pumps; demolition of the existing potassium permanganate feed and storage equipment; removal and replacement of pumps/VFDs in Raw Water pump station; removal and replacement of the pumps in the Archer Heights booster station; high service pump piping modifications at the Hooverson Heights water treatment plant; emergency generator and transfer switch; modifications to the existing plant SCADA/control system; mechanical and electrical work; plant piping; painting; and site work.

  1. Water Distribution System Improvements

The project includes approximately 2,155 LF of 12” PVC C900 waterline; 3,622 LF of 8” PVC C900 waterline; 50 LF of 4” PVC C900 waterline; 950 LF of remove & replace existing waterline w/12” PVC C900; 100 LF of ¾” and 1” PE service line; 4 EA new 12” gate valves w/valve box; 2 EA new 8” gate valves w/valve box; 1 EA remove and replace existing fire hydrant assemblies; 65 LF of 36” Steel Casing, Bore & Jack; 75 LF of 16” Steel Casing, Bore & Jack; 7 EA new water meter assemblies; 7 EA service connections; 7 EA connections to the existing water system; 1 EA abandon existing waterlines; 2 EA PRV Stations; 2 EA demolition of existing water storage tanks; pavement restoration; pre-construction video; erosion and sedimentation control.

  1. Water Storage Tank

The project consists of the construction of a 212,000-gallon factory-coated steel bolted or stainless-steel bolted water storage tank including concrete tank foundation and floor slab; valve vault; site piping; site work and access road; perimeter fence; clearing and grubbing; erosion and sediment control; all other associated work.

THE CITY OF FOLLANSBEE is not proposing any new and/or increased rates, fees, and/or charges in regard to the subject Water System Improvement Project.
Copies of the proposed Ordinance are available for public inspection from Monday through Friday (except holidays), from 9:00 a.m. to 4:00 p.m., at the Offices of the City Clerk and the City Manager, Follansbee Municipal Building, 872 Main Street, Follansbee, West Virginia, 26037.
