CYNTHIA WRAY QUINN, 77, of Follansbee, WV, passed away on Thursday, August 24, 2023 at Mercy Health System – St. Elizabeth, Youngstown, OH. Cynthia was born on March 6, 1946 in Washington, DC. She was the daughter of the late Charles Edwin Quinn and Margaret Constance (Dalton) Quinn. Cynthia worked for the Department of Justice Interpol working daily for the lives of children. In addition to her parents, Cynthia was preceded in death by her brother, Monty Quinn. Cynthia is survived by her daughter, Sheri Stift of Follansbee, WV; two granddaughters, Sydney Stift and Leah Baynham; three siblings, Paul Quinn, Linda Randall and Vicki Horton; and numerous nieces and nephews.
