ROBERT V. WAGONER, 83, of Weirton, WV passed away Sunday, May 28, 2023, at Weirton Medical Center. He was born April 4, 1940, in Cairo, WV. He was the son of the late Perry Francis Wagoner and Nora Odessa Davis Wagoner.
