SHIRLEY FAYE BAILS, 88, of Weirton, WV passed away at the Weirton Medical Center on Saturday, November 11, 2023. She was born in Waynesburg, PA. on March 17, 1935, the daughter of Charles S. and Faye Hartzell Lightner. Shirley graduated from West Virginia University achieving her Registered Nursing degree.
