Petition to Update the Broadband Surcharge Rates
Currently in Effect.

PUBLIC NOTICE OF CHANGE IN RATES UPON APPLICATION AND EVIDENTIARY HEARING

NOTICE is hereby given that Appalachian Power Company and Wheeling Power Company (the Companies), public utilities, have, on March 29, 2024, filed with the Public Service Commission of West Virginia a Petition to update their Broadband Surcharge (BBS) rates as required by WV Code § 24-2-1p. If approved, the increased rates will apply to electric service to approximately 462,328 customers in the counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne, Wetzel, and Wyoming.
The Companies propose to increase BBS rates by approximately $1.7 million, which is an overall total revenue increase of approximately 0.10%, effective for the period September 1, 2024 through August 31, 2025. If approved, the monthly bill for residential customers using 1,000 kWh as well as the average monthly usage bill for all classes of customers will be changed as follows:

The increases shown are based on the averages of all customers in the indicated class. Individual customers may receive an increase that is greater or less than average. Furthermore, the requested rates are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this Petition. Any increase in rates will not become effective until authorized and approved by the Public Service Commission. The Public Service Commission will conduct an evidentiary hearing at 9:30 a.m. on September 11, 2024, in the Howard M. Cunningham Hearing Room, Public Service Commission Building, 201 Brooks Street, Charleston, West Virginia.
Anyone desiring to intervene should file a written petition to intervene by June 28, 2024. Failure to intervene timely can affect your right to participate in the proceeding. Requests to intervene must comply with the Commission’s rules on intervention. Anyone desiring to protest should file a written or electronic protest at any time up to the start of the evidentiary hearing. All protests or requests to intervene should briefly state the reason for the protest or intervention.
