RICHARD EARL HOOVER, 86, of Weirton, WV passed away peacefully on August 22, 2024, at Brightwood Nursing Home in Follansbee. Born on April 15, 1938, in Steubenville, Ohio, he was the firstborn of three sons to the late Francis and Bertie Hoover.
