VICKIE LYNN WAGGLE, 71, of Weirton, WV, passed peacefully Saturday, February 15, 2025 at Valley Hospice, Steubenville, OH. She was born December 18, 1953 in Weirton, daughter of the late William and Norma Parker Williams.
