Notice is hereby given that on the 25th day of September, 2025, at 1:00 p.m., or as soon thereafter as the matter may be heard, Joyce Lorraine Galiano will apply by Petition to the Circuit Court of Brooke County, West Virginia, for the entry of an order by the Court changing the Petitioner’s name from Joyce Lorraine Galiano to Samantha Jean Blackwell, at which time and place any interested person may appear and be heard, if they so desire.
