CITY OF FOLLANSBEE
BROOKE COUNTY, WEST VIRGINIA
HOOVERSON HEIGHTS WATER TREATMENT PLANT

General Notice
The City of Follansbee (Owner) is requesting Bids for the construction of the following Project:

Contract No. 5 – Filter Valves and Controls Replacement
Contract No. 6 – Water and Wastewater Building Roof Replacements

Bids for the construction of the Project will be received at the City of Follansbee located at 872 Main Street, Follansbee, WV 26037, November 25, 2025, at 1:00 pm local time. At that time the Bids received will be publicly opened and read.
Bids that are to be mailed to the Owner must arrive before 1:00 pm local time, on November 25, 2025, at the following address: City of Follansbee located at 872 Main Street, Follansbee, WV 26037.
The Project includes the following Work:

Contract No. 5
The Work consists of: 1) removing and replacing the existing filter control valves and control panel for the three (3) existing filters at the Hooverson Heights Water Treatment Plant; 2) removing and replacing two (2) existing backwash water pumps at the Hooverson Heights Water Treatment Plant; 3) 110 LF of 12” PVC C900 waterline; 4) 1 EA Flow Control Valve Vault; 5) 2 EA Connection to Existing Waterline; and 6) 30 LF of Type ‘A’ Trench Restoration. The work shall include furnishing and installation of the equipment, electrical work, demolition of existing equipment and all other necessary appurtenances.

Contract No. 6
Remove and replace existing roofs on four (4) water and wastewater buildings: 1) WWTP Influent building; 2) Well House building; 3) Raw Water Intake building; and 4) Water Storage/Maintenance building. Work shall include the removal/disposal of the existing roof and installation of new roofs as detailed on the drawings.

No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.

Obtaining the Bidding Documents
The Bidding Documents may be examined at the following locations:

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $100.00 for Contract No. 5 and $75.00 for Contract No. 6. In addition to printed copies of the Plans and Specifications, upon request an electronic (PDF) set of plans and specifications will be sent once the Engineer receives payment. Payment for the bid sets shall be by either cash or check.

Pre-bid Conference
A pre-bid conference for the project will be held on November 12, 2025 at 11:00 am local time for both Contracts at Follansbee City Hall located at 872 Main Street, Follansbee, WV 26037.

Bid Security
A certified check made out to the City of Follansbee, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the City of Follansbee, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United Sates, the State of West Virginia, and/or local ordinance.

Bidding Method
The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

Envelope No. 1
a. Bid Bond
b. Copy of Current West Virginia Contractor’s License
c. Drug Free Workplace Affidavit
d. Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract Documents

Envelope No. 2
a. Bid Form

Contractor’s License
All bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.

Drug Free Workplace
West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid.

Time of Completion
The Time of Completion for each contract shall be 180 consecutive calendar days each beginning with the Award of Contract and written Notice to Proceed.

B&O Tax are applicable for this project. The B & O tax rate is 0.814% and the successful bidder shall complete and submit the B & O tax form to the City.
The City of Follansbee reserves the right to reject all bids.
