Rule 30B application to pass through the increased costs of wastewater
treatment from Wellsburg Sanitary Board to the District’s customers.
NOTICE OF FILING
NOTICE is hereby given that Brooke County Public Service District (District), a public utility, filed a request to increase its sewerage treatment rates and charges with the Public Service Commission of West Virginia because of an increase in the cost of sewerage treatment charged by the Wellsburg Sanitary Board (Wellsburg). Wellsburg adopted a Sewer Rate Ordinance that included a three-step increase applicable to resale customers. The approved resale rate at Step 3, first billed on July 1, 2026, increased from $3.55 per 1,000 gallons to $4.15 per 1,000 gallons, an increase of $0.60 or approximately 16.9% above the previous rate.
Commission Staff reviewed the District’s application and recommended that the Commission approve Staff Recommended Rates effective on an interim basis, for all bills rendered on and after August 21, 2026, subject to refund. By Order issued August 21, 2026, the Commission approved the Staff Recommended Rates, including an increase of $0.41 per thousand gallons of metered water usage. The Commission also approved the Staff proposed leak adjustment rate of $3.49 per thousand gallons of metered water usage.
Under the Staff Recommended Rates, the increase in the average monthly bill over current rates will be:

The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for purchased wholesale sewerage treatment. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
