Early Notice and Public Review of a Proposed Activity in a 100-Year/500-Year Floodplain

This is to give notice that the Village of Beech Bottom (Responsible Entity) has determined that the proposed Water Loop and Extension Project under the Community Project Funding Grant (Grant Number: B-22-CP-WV-0997) is potentially located in the 100-year and 500-year floodplain. The Village will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
As part of the proposed action, the Village, located in Brooke County, West Virginia, is proposing to extend an 8-inch diameter main waterline and install a 209,000 gallon water storage tank along West Virginia (WV) State Route 2 within a 7.52-acre limit of disturbance. The project would involve two components. The first part of the project would include waterline installation consisting of approximately 5,500 feet of 8-inch diameter polyvinyl chloride (PVC) waterline that would be installed via open cut trenching. The waterline would be installed within a 30-foot-wide temporary construction easement with a 20-foot-wide permanent easement.
The second part of the project would include the construction of a new 209,000 gallon water storage tank, a valve vault, fencing, and access road improvements. Fencing would be installed around the water storage tank for security. The access road improvements would involve placing new stone to provide easier, year-round access. This component of the project would also involve one tie-in to the existing water distribution system, which would consist of 800 feet of 8-inch diameter PVC waterline that would be installed via an open cut trench along the access road proposed for improvements. The waterline would be installed within a 30-foot-wide temporary construction easement with a 20-foot-wide permanent easement via bore and jack under Clendenin Avenue and WV State Route 2 to the tie-in location.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
