BHJ Metro. Planning Commission Statements of Qualification for Engineering Services

LEGAL NOTICE
REQUEST FOR STATEMENTS OF QUALIFICATION
ENGINEERING SERVICES

The Brooke Hancock Jefferson Metropolitan Planning Commission (BHJ), Jefferson County, Ohio, is currently accepting Statements of Qualifications from qualified professional engineering firms to complete an updated County-Wide Facilities Plan for Brooke and Hancock County, West Virginia. As of publication, no funding has been committed to the project. The project includes but is not limited to inventory of the current system, analysis of PSC annual reports, future impacts with or without projects, proposed projects, environmental impacts, and GIS mapping.
Procurement of said services shall be in accordance with Chapter 5G-1-3 of the West Virginia Code and any other applicable laws and regulations of state or federal agencies.
Contracts are to be awarded on a Fixed Fee Basis. The selected engineer shall be retained throughout all stages of the project. Qualified candidates/firms interested in being considered for this project must submit five (5) copies of each of the following: 1) letter of interest; 2) resumes detailing personal credentials and qualifications of the firm’s principals and key support personnel; 3) an illustrative list of similar projects recently completed by the firm; and 4) references. The submissions should be no more than 25 pages. Please submit all requested information to BHJ-MPC ATTN: Ben Erste, 124 North 4th Street, Second Floor, Steubenville, OH 43952. Proposals will be accepted until 3:00 PM, Monday, January 6, 2025.
The competitive process aims to objectively select an individual/firm that will provide the highest quality service at a realistic fee. BHJ shall evaluate the statements of qualifications, performance data, and other materials submitted by interested firms and select a minimum of three firms that, in the Commission’s opinion, are best qualified to perform the desired service. Interviews with each chosen firm shall be conducted to discuss anticipated concepts and proposed approaches. The Commission reserves the right to reject any and all proposals.
Attention is directed to the fact that the project may be undertaken with a combination of State and/or Federal funds, and all work must be performed in accordance with all applicable laws, rules, and regulations. The selected firm will be required to comply with the Uniform Relocation Act, Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions. The selected firm must comply with applicable Disadvantaged Business Enterprise laws, including if a portion of the contract is subcontracted, then “positive efforts” must be made to subcontract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 22.240.
BHJ will afford the full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract.
